* Makefile.in (ALL_CFLAGS): Add -I../lib -I${srcdir}/../lib.

This is needed for hosts that lack <alloca.h>, when Emacs is
configured --with-x-toolkit=no.  Problem reported by Herbert
J. Skuhra for FreeBSD.
